“People’s confidence in the Union, and particularly consumer and business confidence, depends on the experience they have had with EU laws and regulations, and the impact of the latter on everyday life. The lawmaking process at both EU and national level involves a constant balancing out of a wide variety of interests, which often culminates in detailed regulations. Our action must therefore be geared to reducing the burden on citizens and industry by simplifying and streamlining legal provisions. Impact assessment of a regulation and the choice of appropriate instrument — at Union and national or regional level — is therefore crucial to achieving the desired regulatory goal", State Secretary Hans Winkler said during a debate at the plenary session of the European Parliament on the subject of ‘better lawmaking’.
Winkler stressed that the benefit and practical added value of the Union in our daily lives is now often taken for granted. Nevertheless, unduly complex regulations, laws that are out of date or irrelevant and over-regulation in certain areas, give rise to criticism. "Only better European laws and a scrutiny of their impact will help bring about increased competitiveness, more growth and a level playing field", Winkler continued. "Better lawmaking is a project that concerns all of us. To be successful, all EU institutions must work together."
After the debate State Secretary Winkler will take part in the meeting of Parliament's Conference of Presidents. On Wednesday, 5 April, he will give a statement on behalf of the Council on the elections in Ukraine and Belarus, and take questions from MEPs during the monthly question time.
